A business-friendly district in Southwest China is striving to further enrich its soil for entrepreneurship.
"At the very beginning, our company was very small with only dozens of employees," said Zhang Yibin, production director of Baiyu Medical Supplies, a company that years ago took root and has since thrived in Wenjiang District of China's southwestern city of Chengdu, Sichuan Province. "Now we have developed into a big firm employing more than 1,000 people with an annual output of over 1 billion yuan (US$156.6m). "
Zhang said the booming health industry in Wenjiang in recent years has boosted his company's confidence in the future. In 2017, the company invested 33 billion yuan (US$5.17b) in a production base for new medicine research and development.
Listed among China's top 100 districts and a synergy reform pilot area in Sichuan Free Trade Pilot Zone, Wenjiang District is the first in China to bring together the areas of medical science, pharmaceuticals and medical treatment. With its all-in push for the district-wide development of the health industry, the district has attracted 480 industry leaders, as well as major upstream and downstream players such as WuXi AppTech, Kelun Industry Group, and Luoxin Pharmaceutical. Wenjiang has also attracted Novuseeds Medtech, a leading developer of digestive endoscopy imaging AI technology.
The district has also started the construction of the University of Electronic Science and Technology of China's Industrial Technology Institute, which focuses on integrating medical science, medicine and medical treatment with AI technology.
At the same time, Wenjiang District has stepped up efforts to create a business-friendly environment in many areas, such as administrative approval, innovation, entrepreneurship, investment and trade. These efforts have paid off, making the district a thriving industrial cluster and a magnet for companies. In addition to streamlining application documents for business projects and the entire approval process, Wenjiang District has also utilised online platforms to fast-track businesses, with over 1,000 services available via its one-stop service and more. In a bid to pave the way for further industrial development, Wenjiang has focused on creating a high-quality area for tech innovation, industry and living.
The district is now home to three major industrial zones – Chengdu International Medical City, Modern Agriculture High-tech Industrial Park and Health Service Industrial Cluster – boasting two nation-level key labs, seven nation-level R&D centres, and 170 province-level R&D platforms.
With other major strategic opportunities on the horizon such as the growing Chengdu-Chongqing regional economic circle, Wenjiang is seeking to attract even more projects while offering high-quality services for companies and professionals.
