Sovereignty Blockchain calls for a global community for digital trust
English and overseas versions of Sovereignty Blockchain 1.0: Orderly Internet and Community with a Shared Future for Humanity compiled by the Key Laboratory of Big Data Strategy, a high-end think tank focusing on big data development in China, were published by Springer Publishing and Taiwan-based Wan Juan Lou Books Co., Ltd. in May 2021, and was launched online for global readers at the 2021 China International Big Data Industry Expo. The publication of the Sovereignty Blockchain Series, especially its multilingual versions, marks an important step towards introducing to readers around the world the important findings regarding global governance solutions of the Internet.
Sovereignty blockchain is an outcome of theoretical and practical exploration for blockchain innovation in Guiyang, the core area of China’s first national big data comprehensive pilot zone. On December 31, 2016, Guiyang released China’s first local blockchain white paper Development and Application of Blockchain in Guiyang, officially introducing the new concept “sovereignty blockchain”.
Sovereignty blockchain 1.0 marks another important theoretical innovation made by the Key Laboratory of Big Data Strategy after block data and data rights law. The book can be considered a breakthrough and innovation in the following ways. First, it introduces the evolution of the Internet from the Internet of Information to the Internet of Value, and then to the Internet of Order. Second, it discusses the three new theories on digital civilization: data sovereignty, digital trust, and smart contract. Third, it explores the cultural significance of Tech for Good and Wang Yangming’s Philosophy of Mind (xinxue) for building the community with a shared future for humanity.
Professor Lian Yuming, director of the Key Laboratory of Big Data Strategy and chief editor of Sovereignty Blockchain 1.0, believes that the Internet has no national boundaries, but there is cyber sovereignty. “Without sovereignty, the cyberspace has been faced with many issues such as unbalanced development, unsound rules, and unreasonable order. A sovereignty Internet needs to be regulated through a supporting sovereignty blockchain.” Lian Yuming said that sovereignty blockchain is a governance technology enabling the transition from the governance of technology to the governance of systems. The key to the Internet of Order is to build a new social trust relationship. Sovereignty blockchain will promote the transition of the Internet from the Internet of Information to the Internet of Value and then to the Internet of Order. From the perspective of a community with a shared future for humanity, this transition is essentially about a global community of trust.
Regarding how sovereignty blockchain affects the future, Lian Yuming shared three views. First, the theories of data sovereignty, digital trust, and smart contract will reshape the future. Second, digital identity, digital currency, and digital order are new forces that will change the world. Third, the community with a shared future for humanity is based on common interests and values. The Internet of Order and sovereignty blockchain are a new key to the community with a shared future for humanity.
Founded in April 2015, the Key Laboratory of Big Data Strategy is an interdisciplinary, professional, international, and open research platform jointly established by the People’s Government of Guiyang City and the Beijing Municipal Science & Technology Commission. It is a new-type high-end think tank focusing on big data development in China. In recent years, the laboratory has devoted itself to innovations in theories, institutions, rules, standards, practices and technology. It has made a series of institutional breakthroughs, including promoting standards setting on the basis of the big data terminology project, building a theoretical system featuring the Digital Civilization Trilogy (Block Data, Data Rights Law, and Sovereignty Blockchain), and fostering a global communication system with the China Data Valley at the core. It has helped China Data Valley enhance its global influence and rulemaking in the field of big data.
